Great risk with stacking penalties is that remote repairs would not scale well past certain limit, rendering logistics completely useless in large fleet fights.
The problem with using ECM (in my opinion) is not so much about managing targets, but the reliability of ECM modules. In order to counter X-number of logistics effectively using ECM, you need a lot bigger number of pilots than you would by bringing logistics of your own. So it is simply more cost effective (as in how many pilots you need to spend) to bring more logistics than trying to counter them with EW.
Bottom line is that logistics need effective and reliable counter that is not "more logistics". |

Obviously this effect should not be projected against target of repairs, since that would defeat the whole purpose of logistics. Opposing fleet would simply focus these anti RR modules on primary, which would mean that primary never gets repairs. So if there was a anti RR module, the effect should be projected against logistics, to reduce their capabilities. |

The whole discussion about best counter is irrelevant while the game works the way it does. Noones going to put 50 pilots into EW ships on top of their own logistics to counter a fleet with 20...30 logistics, while it's far more effective to put 10...15 of those EW pilots into logistics to beat (or match) opponents logistics numbers and the rest into DPS boats.
It's as simple as that. Adding more logistics into your fleet is by far the cheapest (head count vise) method of adding performance and staying power. |

Not very well in high-sec and low-sec 
In 0.0 it might disrupt the repairs for 4...5 seconds (or it could fail miserably). This means that you need a bomber to drop a new bomb like every 5 seconds to keep the pressure up and considering the bomb launcher cycle times, this amounts to a LOT of bombers. So again, the pilots are better spent in more logistics and DPS boats. |

alpha works great when you got the numbers (A.K.A. The BLOB). However, alpha counts for nothing if you do not have enough of it, as it usually is the case with small (20...40 man) fleets, which is what this thread is all about.
Now if alpha is the end all counter to RR, how does it work when you can not alpha your targets?  |
